Ok, so i just bought the MSI R7850 OC ver.  And im experiencing screen tearing even on Desktop (Only on black surfaces). My grafic card is MSI 990-FXA-GD80, so the issues is not with the connection from Motherboard to the Grafic card (Note: My old 6000 series works perfectly without any problems)  
I've been trying everything.. Like really. And my power supply is 750W, so that should neither be a problem.

If you lads have any suggestions, i would love it hear them.

Note: I also sent back one R7850 card, from before, because i thought the card was broken. But still experience the same issues. My screen is a old Acer, it might be a issue with the GHz that the grafic card req, and what my screen can do?? As said, open for any suggestions!!

Also running on W7, with aero enabled. Vsync is also forced on, but it wouldent matter considering its also tearing on Desktop.

Tearing can be difficult to troubleshoot.

 

Are you running a dual display? What type of monitor are you using? CRT, LCD, or plasma?

Tearing can be difficult to troubleshoot.

You are seeing tearing in video, games and on the desktop?

 

 

Running solo Display with a Acer LCD screen. I see tearing on desktop, games and sometimes on Videos played through Vlc.

You've of course updated your drivers. You mentioned you have an overclocked version, OC'd straight from the manufacturer. Did adjusting the gpu/vmemory speeds give you differing results? Have you tried adjusting core and vmemory speeds? How are your card temps? Is anyone else with this OC version having similar issues? The vcore and vmem (voltages) may not be adequete for the set speeds.

 

Have you tried using ATI Tray Tools to force VSync on? I've seen different results with that program when compared to the AMD/ATI Catalyst/Vision alternative.

Also ensure your refresh rate/resolution combo is compatible with your monitor.

Did you uninstall your old drivers. this is REAL IMPORTANT. 3dguru has tools to completely remove drivers-the default uninstall may miss. In 9 out 10 cases this is the culprit. Do the same for directX. A single corrupt .dll is common here.

 

Hardware wise make sure the card is properly seated. PCI ports are notorious for this.
