Not sure that this would be considered a grand strategy game but for indie games on World War II that are complex, I would recommend Anglo German War from Schwerpunkt.  As a veteran board gamer I consider this one to be one of the very best PC wargames.

WWII Time of Wrath (hate that title) just went through an update to 1.6 and they are very responsive to suggestions. 1.70 is soon to come out and it could be a real keeper. 

It's very modable. I'm about to start a PBEM game with a bunch of Swedes using a mod that one of them devised. Apparently it is very accessible.  I even made my own counters and have seem some amazing ones from others and all with the assistance and blessing of the developers. In fact they will step right in and help you do what you want. 

Just check out the Matix forum on the game and go to the Mod section. 

The map is huge for a pretty simple strategic game and uses hexes. I love hexes. Don't like area movement for some reason. I've gotten use to it but still don't like it if I have a choice. I'm just an old S&T fart I guess. 

It has changed quite a bit from it's initial offering and will evolve further I'm sure. To me it is just a few mods short of being the perfect WWII Grand Strategic game. 
I just can't get into the you shoot I shoot  play of the naval and air game in the Strategic Command 2 series. I don't know why. Panzer General turned me off that way too. 

I really and I mean really hate squares as in the Strategic Command 2 games. Very disappointing choice in my opinion. 
 

They'll have to do a major re-work on the naval component for the game to be "perfect". 
 


I still prefer their basic system to the ones in the Strategic Command 2 series. Just my opinion of course and to each his own. But you are right the naval game is a major flaw and the developers have to be made to realize that it is a game killer if not done correctly.

I also see it as being a major flaw in the Strategic Command 2 series along with the squares and those two combined are a game killer for me. That is why I have hopes for this one. It is really close to being a classic. Just a little more and I believe they got it.

I would encourage anyone who wants to make this game "the one" to join in the Matrix forum and talk to the programmer and developer. They're online a lot and answer pretty quickly and seem to be genuinely interested in making the game better.
There are two things in life that really upset me...ignorance and apathy. But I really don't know much about either of them and I don't really care.

If you like HOI2, there's a re-worked version coming out "soon" called Arsenal of Democracy.
 
They gave the source code to a group of the more accomplished modders and this will be the result, new AI, new missions, new buildings, etc.
