All commanders have restraints; look at Rommel in most of his battles; look at Lee at Gaines' Mill. Tell us how Patriots Battle's constraints are inaccurate. Your example, Eisenhower, not that he ever made a tactical decision, was the most constrained commander of them all, having to run everything of any consequence by Churchill and Marshal.
