I switched the WRA to the default (all weapons launched) and the hangars destroyed dropped to 19 – default WRAs are a bad idea!
Could it be the default WRA is a good idea in real life when confronted with enemy air units or anti air weapons (bombers only need one pass over the target and are exposed to enemy fire for a shorter time).

You certainly don’t want aeroplanes hanging about dropping 20 bombs, one at a time. I’ve simplified things in these articles by removing anything that can shoot back, but even in scenarios with active hostiles the default WRA usually isn’t the best. For iron bombs, for example, the salvo size is ‘All weapons’. This means all the weapons in a strike not just all the weapons on an individual plane. If all the aircraft in a strike arrive at the same time they will drop all their bombs on a single target.

With most strikes you can arrange things so that a single aircraft can hit multiple targets on a single pass.
