I have been playing Naval Action for a while in beta. A lot of the bad flak is warranted, but also comes from people who have been playing the game for 1000s of hours. I am not super serious and still have enjoyed the game. My opinion is that it can be quite flawed, but if you are interested in Napoleonic warships there isn't anything even remotely comparable so you get what you get.
