It seems that Covering Fire shares some mechanics with Arty Conliffe's Crossfire published in the late 90's. Movement terrain to terrain, continuous initiative until some failure like getting suppressed by op fire or failing to suppress with offensive fire. Initiative often did switch sides frequently. It wasn't man to man though, each base was a squad or weapons team.

Covering Fire would work exactly the same with bases and teams, the individually based squad members here also moved and acted as one. It's interesting to learn that there's such a history to it. Definitely innovative, but very strange in practice. Hopefully it gets more support in the near future.
