While clearly some years old now, there is a Cublo titled called Brass - http://www.cublogames.com/game/brass/. I remember having fun with the game when it was released, but haven't touched it in some years to know if they've kept up with updates.

I don't see how it would be much different from an actual 4X strategy game though.
